Debian is a free operating system (OS) for your computer. An operating system is the set of basic programs and utilities that make your computer run. The best and safest way is to back up your data to and external disk before you start.

1) repartition your disk so that you have a partition for windows and a non-windows partition. Say you have a 300G disk and you want 200G for windows just ask windows to take only that much and leave the rest for linux.

2) Now you have installed windows and then put the linux installation. Linux distros will look for a non-windows partition and will install there if one is available.

3) You run grub to make dual-boot enabled
